Implementasi Konvensi ILO No.143 Tentang Pekerja Migran Oleh Pemerintah Filipina Melalui Program "Decent Work" Filipina Untuk Tenaga Kerja Luar Negri(2012-2016)
This thesis discusses the Implementation of the ILO Convention No.143 on Migrant Workers by the Government of the Philippines through the “Decent Work” Program Philippines for Overseas Workers (2012-2016). The Philippines is the third largest country in Asia sending migrant workers abroad after China and India. The Philippines managed to get out of the economic crisis thanks to OFW's role in providing OFW money transfers to the country. The Philippine government continues to promote foreign employment but refuses to claim to exploit Filipino workers, even though the main reasons Filipinos leave the country are the economy and insufficient domestic work opportunities. Through the Philippines "Decent Work" program in the implementation of the Migrant Workers Convention (additional provisions) No. 143, 1975, the government made real changes in the handling of OFW. This paper is analyzed based on the paradigm of Liberalism and Migration Theory. The Philippine government has taken many actions for OFW starting from regulation, helping to promote OFW to changing international claims related to the exploitation of Filipino migrant workers through the support of International Organizations, international cooperation, promoting the rights of Filipino workers through the Philippines Decent Program on Working for Migrants and others. The results of the study show that the implementation of Convention No. 143 by the Government in the Decent Work Program for Migrant Workers has had positive results for OFW. This can be seen from the Philippine report and the international report in accordance with its implementation and objectives. The results show that the role of the Philippine Government in the Decent Work Program has had positive results for OFW. This can be seen from the Philippine reports and international reports according to their implementation and objectives.
