This thesis discusses the implementation of the Government of Indonesia related to eradicating trafficking of women in accordance with the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) during the period 2015 - 2019. This thesis uses qualitative methods. As well as using the paradigm of institutional liberalism together with international regime theory and the concept of implementation. Indonesia is a country that has a lot of population and also has a strategic geographical enough, but unfortunately, Indonesia has also become a country of origin for the problems of various types of Transnational Organized Crime (TOC), especially trafficking in women. Trafficking of women is one thing that needs to be given more attention by the Government of Indonesia because of its considerable impact not only for victims but for the country, which until 2019 according to data compiled by the Ministry of Social Affairs that 90% of victims of trafficking are women, namely around 2,287 people. Implementation has indeed been carried out to eradicate trafficking in women such as the existence of Law Number 7 Year 1984 also the issuance of RPJMN 2015 - 2019, and there was a RAN PTPPO with the government's flagship program, the Three Ends in 2016, as well as a lot of cooperation with other states and NGO. However, there are still many obstacles encountered by the Government of Indonesia in implementing CEDAW, such as the optional protocol not being ratified, periodic report delays, CEDAW being not in harmony with domestic law, until the maximum efforts by Indonesia in implementing the 2015-2019 RPJMN. Constraints that occur indicate that Indonesia is non-compliance with international agreement that refers to CEDAW.
