Indonesia's Humanitarian Diplomacy to Myanmar (2017-2018)
The Rohingya conflict in 2016 and 2017 caused a humanitarian crisis. After the crisis re-erupted, Myanmar government abruptly stopped all international aid for Rohingya. The Myanmar government was also considered incapable of managing the conflict. Moreover, the magnitude of conflict was not only experienced by local Myanmar citizens, but also affected Myanmar’s neighboring states, including Indonesia. Given this situation, Indonesia felt the urgency to conduct humanitarian diplomacy to Myanmar. This thesis intends to explain the process and challenges of Indonesia’s humanitarian diplomacy after the Rohingya conflict re-erupted in 2016 and 2017. This thesis employs qualitative research methods and a case study approach. In conducting its humanitarian diplomacy, Indonesia divided their effort into a political level and a technical level. On the political level, Indonesia persuaded Myanmar’s decision-makers to grant access for international humanitarian aid, especially Indonesian aid. Indonesia also raised awareness of the Rohingya crisis to several opinion leaders in the region through ASEAN, OIC, and BDF. On the technical level, Indonesia established the Indonesian Humanitarian Alliance (IHA/AKIM) to gather donation from Indonesia citizen under the coordination of the Ministry of Foreign Affairs. Even though it was considered successful, Indonesia humanitarian diplomacy faced several internal and external challenges, mainly on the Myanmarese leader’s resistance, lack of regional support, sustainability, and lack of technical capability.
