Diplomacy as an art in international relations has allowed non-state actors to be actively participating in its measures of negotiation in order to uphold national interests of a nation or state to become internal community interests. Through soft-power diplomacy way, non-state actors’, including community groups in the society, engagement is opened.
Moreover, nano power diplomacy, a new theory of diplomacy way in international relations, specify non-state actors into small groups in the society and individuals who are categorized as non-state actors, are part of diplomacy game especially in cultural diplomacy, which is part of soft-power diplomacy.
This study aimed to analyze the role of non-state actor which is a community group, Perempuan Berkebaya in dealing with soft power diplomacy by looking into the measures that the group has been taken and their impact through their movement to preserve and promote kebaya, a traditional dress for Indonesian women for daily use, whether suitable or not into diplomacy process when the community has a long-term purpose to bring the cultural item as an Indonesian national identity to become one of the world’s intangible heritages from Indonesia.
Nationalism and identity theories are used in this study to see the efforts, presented by the group, considering Indonesia as a multi-cultural nation with the country’s slogan Bhinneka Tunggal Ika which means unity in diversity.
This study was using qualitative research which the data was gathered from personal experiences, interviews with relevant sources, well as community groups’ members’, who are living in Indonesia and overseas, broadcasted evidences in social media. It is also supported with data from publication in mass media, scientific journals and books.
